I can pop them but water comes out and its like 20 of them on each foot what could have caused this??

Sounds like Coxacci virus also called hoof and mouth. DO NOT POP THEM!!!!!!!!!!!
This virus is common with children and day cares, though you can get is almost anywhere. It is contagious. Typically it runs a very benign course, though you should avoid pregnant women and individuals with weakened immune systems. It has been know to lead to a viral meningitis in susceptible individuals.
