She will be here over her birthday. She wants to go out for a nice dinner, one where we can dress up semi-fancy and enjoy a nice dinner. Preferebly, we don't want to spend too much (I would say 30 to 40 a person AT THE MOST, hopefully less). We're under 21 and don't have fake ID's, so either places that will serve us alcohol w/out it OR don't worry about alcohol. Any suggestions?

No! No! No! Tavern on the Green is expensive and the food is not that great. Check it out for the views and split. My favourite low-key spot for a nice and not too expensive dinner is Little Giant on the corner of Orchard and Broome on the Lower East Side. They have a very inventive menu and everything is prepared with love and attention. At Inoteca you can get small plates and not spend a lot of money and watch the LES denizens try to outdo each other. Pastis is great for breakfast and brunch, but be prepared to spend some dough at dinner.
Chowhound should have some good recommendations for you.

If you like Indonesian food, I highly recommend "Bali Nusa Indah" on 9th Ave (between 45th and 46th). Unfortunately, they don't have a menu online, but I can tell you that I've gotten their rijsttafel--both the vegetarian and non-vegetarian versions--and it's great. (In case you don't know what rijsttafel is, it's rice served with small amounts of many different things. I don't remember what the vegetarian one had offhand, since I only had it twice, and the items change frequently, but I remember it having some kind of spicy greenbeans, eggplant with chili sauce, and something yummy with lemongrass and coconut milk, as well as probably about a half a dozen other things.) They also have a great dessert, a fried banana thingy that's delicious and unusual, and (despite the kind of ugly outside) it's really pretty and quiet inside with cool patterned linens and interesting statues and stuff. It's fairly cheap, too, I think about 25 bucks for the meat rijsttafel, and maybe 20-ish for the veggie. Even with dessert and tax and tip, it'll run you about $30 a person, probably less. You are talking about dinner not party simply dinner so take a yellow book and try different places es and prices,may be last moment you don,t get place for 30to40 people.

a good bet for what you require is to go down to the lower east side. it's great to just walk around down there anyway and the restaurants can be found that are less expensive.
