It states on the application that you cannot get a passport if you're convicted of a felony.

That depends on the felony and if she has finished serving time. I don't think something like a DWI will keep her from getting one

If she was a FELON, she may be ELIGIBLE for a passport unless the charge was murder, in which case she's probably still in the nick!

What was she convicted for? A lot depends on her P/O requirements and what the conviction was for.
