Adequate nipple stimulation will lead to the release of the hormone prolactin (from the pituitary gland in the brain). Prolactin, in turn, causes the breasts to produce milk. (A baby suckling keeps its mother's milk supply going by stimulating prolactin release).
Unfortunately, a tumor of the pituitary can also cause prolactin release, so if you have milk coming out, see your doctor!

It is not milk rather preculusrum mucus. You would need a rx medication to induce the hormones necissary to produce a milk supply.

Yes you can, used to be wet nurses all of the time in past centuries that fed the babies of the well to do, women can and do produce milk without pregnancy, though it is uncommon. Even more rare, but possible, guys can lactate too.
