Usually out of politeness or embarassment; not wanting to hurt his feelings or anything.
Some girls don't realise they are being hit on - they think the guy is just wanting to be friends or have a chat or something; or they don't want to presume they are being hit on out of excessive modesty.
And some girls just get off on messing with guy's heads. They love the feeling of having power over him, and are maybe thinking of keeping him as a "spare".
I try to be honest and polite (although I fall into the "oblivious" category a lot of the time), but sometimes guys just don't get the hint, and just keep asking and asking, to the point where it is just begging and whining. It's horrible!

Sometimes its not intentional. Just this afternoon I had a guy ask me out that i am not really interested in. I tried to come up with some excuses but he was very persistant. I am the type of person that doesn't want to hurt someones feelings and sometimes don't really know what to say. I ended up saying that we could hang out sometime. I don't want to play games with him, I just didn't quite no how to tell him that I'm not interested. I really dont want to hurt his feelings.

i know that crap pisses me off. i had this girl in my sophmore year of high school, i had asked if she liked me or not and no answer, but she kept giving all these signals. the thing is she had a boyfriend at the time. so now in my senior year of high school, i wrote that same girl a letter and asked the very same question and no answer, but still kept giving me looks and smiles. i'm like what the hell!!!! now i'm living in georgia, 800 miles from new jersey and i wish i had taken the chance to walk up to her ask her out then, and that my friends was in my freshman year of high school.
