From the news reports that I have seen, there was no time to engage in negotiations. From the moment the police contacted him until he started shooting was only a few seconds. The only time a negotiator is going to be of any use is when the suspect does not want to die. Either they changed their minds after they began the incident or something went wrong and they were trapped. These latest shootings were carried out by people that had no intentions of making it out alive. Police are now being forced to make the decision whether to set up a perimeter and wait and see what the suspect does or to go on the offensive and hunt them down before they can kill innocent hostages. Either way there are risks. As far as the snipers go, that's kind of extreme. I do think that schools need to increase security. An armed officer on the grounds may not be able to stop an incident. I believe there was an officer at Columbine but he was outgunned from the beginning.

It was not long after the cops showed up that he shot the girls and himself, I do not think there would have been time to get a negotiator there. That dude was sick in the head, and had no interest in coming out of there alive, nor letting the girls live either.
No to the sniper question, that is way overboard.

Not a bad idea however I don't think this nut case was making demands. In other words I don't believe it was negotiable but it couldn't have hurt.

nope, negotiators shouldn't be used unless you can buy the time time needed to get one on location. in these cases, it wouldn't have achieved more... in fact, police just shouldn't "rush" in... that's mainly what has caused the killings... he might've been willing to negotiate, but considering they didn't give him the option, the cops just got the ending they asked for
