Might try these. I use NOAA( National Weather Service) all the time.

weatherpulse is free and unlike weatherbug is adware free. Go here and scroll down a little and on the right you'll see how to remove weatherbug, it has a download link for weatherpulse in that page. http://www.pchell.com/

I use "weather pulse" no pop ups and no spyware or malware and it works really good and it's free

Weatherbug is really spyware. Delete it.
