23:43 hrs. aka 11:43 pm if they are suppose to be added together, if they are seperate then that would be 3:43 pm and 8:00 am

15:43 is GMT (Greenwich Mean or Meridian Time, known as Zulu Time in the military). Greenwich, England is the place from which all time zones set their time. 15:43 would be 3:43PM in Greenwich, the +0800 indicates the time in the time zone that is 8 hours ahead of Greenwich. Therefore, it would be 11:43 PM somewhere in China, around Hong Kong if I recall correctly.

I live in the Eastern Time Zone in the United States, so my time would be 15:43 -0400 because we're 4 hours behind Greenwich here.

what it means is that 1543 is the time 3 43 pm. the +0800 is the amount of hours from the international date change line. for instance the 0800 would be 8 hours a head of the change line.

When you see time writen out like that they are usually talking about ZULU time. Its basically used through out the military so that say me in the states can call someone in Iraq and pass a time and no matter what the time diffrence is he knows when that aircrat is coming in....

So that would be 2343Z
