Yes of course they can, my brother is deaf and he communicates with sign language. Though he can talk he is not clear like you or I whom can hear ourselves that is why deaf people have a nasally voice.

That is kind of rude, deaf people may not be able to hear, but they can still think! Therefore, they can hear themselves think!

no because you dont know what your voice sounds like there for you cant hear yourself
