Most insurance companies will allow you to be listed as a driver on someone else's policy, if you only have a permit. You can't get your own insurance, though. Also, the person who has the insurance policy has to hold the title on the car that's insured (and that you would be driving). So if your dad owns a car and has his own insurance, for instance, you could be listed as a driver on his policy for that vehicle. But if you are the owner of a car, and you want to have insurance for that car so that you could drive it, it's not going to happen until you have your driver's license. And I'm guessing that you are a teenager, so when you do get your driver's license and you want to buy insurance for your own car, your rates will be HIGH. It is much better to be listed as a driver on someone else's policy. IF someone else wants to list you as a driver on their policy, their rates will increase because of your age and inexperience, but you could possibly arrange to pay them the difference in their premium for them doing you that favor.

Yes, but you have to list a licensed operator as the primary operator, as it's illegal for a person with a permit to drive a vehicle without a licensed operator in the car with them.
