They thrive and multiply in heat so they are a lot worse.

It depends whether if you are talking about inside the house or outdoors and also the temperature outside in the winter time.
You will not find fleas outside when there is snow on the ground. Inside a warm house, fleas can breed the year around, although I don't think they like extremely dry conditions.

yes sure cuz it's too cold for fleas in the winter and summer is just their time to be out.
