Well think of it like this,
If hes acting like this towards you while he has a girlfriend, do you think anything will change when you date him?
I would say its clear hes not the type of guy who really takes relationships seriously. So if you dont care if he flirts with other women, persue him. But if your the type of girl who wants a faithful man, stay away.

Go up to him and ask him why he did that... he must have a reason or go to his girlfriend and ask if they're having problems or something. Maybe she's not the only one who wants a change in their relationship. If the coast is clear... then go for it!
