No, most men eye out a girl just to see whats there if I can be so crude. However, If he looks away and then looks again then you know that he definatly fancies you.

it's your choice wether you succumb
2. if all he does is look / leer and not make a conserted effort to approch you head on - then he is probably envious of your merchandise.Let him pass.
