No, it sounds as if the boy's penis has been strangled (perhaps by his clothing or something). You need to get him to a hospital now.

no it should not be. u did not say if he was cut or uncut. but if he is uncut it could be that the skin around the head of his penis is to tight. and you should take him to see a doctor. this happened to a friend of mine

how blue? i've seen that but i guess i thought it was blood veins or something, don't think i'd worry about it but be sure to ask the dr. on the next trip
