One time I was going to my car in the parking lot and I saw this woman put the cart right behind my car, and there was plenty of space elsewhere.
I said "Oh nice" to her, and I offered to move it for her back to the carts rack. She said, Oh, I was going to put it away.

Once inside a shop where there was wrapping paper I saw a lady pick up a few rolls, and drop four of them and didn't want to pick them up. I walked over to her and asked her are these yours and picked them up.

Do you think these people have any sense of shame or guilt? or No conscience at all?

I actually think that there are some people that are so self-centered that they don't even realized they're being impolite (or rude, as it were). I see this type of behavior often and wonder the same thing. There are also times that when people are in a hurry or distracted they do things without thinking. Though you really can't excuse them for being rude, it may just be by accident. That has happened to me a time or two when I've been thinking about something else and cut someone off in line or not have taken my proper turn. I try not to be like that but at times it may just be unavoidable.

Yes it pays: Once I was driving down the road to my home, at a bent I didn't look, and almost hit a motor-biker, few meters down I stopped, - and so did he - in front of my car, and he wanted some explanation on my action.
" Can't you see where you were going you idiot." Gestured me with my hand at my eyes. Of course the windows were all closed.
In a split second he was one feet away from me.
I opened the window and told him: "I didn't see you!" with the same hand gesture. He replied "You should have looked first, then drove on."
" Yeah you're right." Then he was satisfied and gone away.
Thank God I was behind my home, I did wet in my shorts.

Some people are just lazy, ignorant, self serving, without manners because their parents did not bother to teach them. And now they are the adults you see around town doing the dumb stuff. Pathetic is a good word for people like that.

If I see a loaf of bread or fruit on the floor of a grocery store, I will gladly pick it up regardless of someone didn't care. If someone ignored it, and passed on by maybe they are disabled, blind, or just don't care.

But sorry I just can't stand to see a loaf of bread on the floor. If you got a heart, I would just pick it up.

They are lazy and inconsiderate. You should have pushed the cart into her and chewed her out for being an asshole.

Yes, they will feel shame and guilty just because someone witness what they did.

i think they feel guilty after you point out their rudeness in a polite way to them... but i'm not sure saying, "oh nice" was polite.

OF COURSE THEY DON'T CARE, THEY WISH YOU WOULD JUST GET OUT OF THERE FACE, SO THEY COULD KEEP MOVING THROUGH OUT THERE DAY... REALLY.
