I read about dogs licking the air normally...but their dog only licks the air when its being scratched. Sometimes is just chomps at the air but sometimes it licks the air too.

My dog doesn't lick the air as much as your roommate's, but if I blow in her face, she starts biting at it and licking too. Could be she smell food or something. I've never really figured it out, but it's fun to bug her and get her riled up. Your roommate's might be reacting instinctively to the scrathing. Kinda like when you scrath behind a dog's ears, their leg will start kicking.Only a guess though.
