Roughly translated, it goes something like this:
The young man, where he said these words of the king, rose into the sky. Ptolemy reported to the Egyptian priests what he had seen and asked them what he ought to do: they responded that the city was in Pontus, Sinopen by name; a statue of the god was in this city.

Jeannie's translation covers it, except the initial line should go "When the young man had spoken these words to the king.."
ubi = "when" with perfect verb translated by pluperfect English.
regi, dative form of rex
I'd prefer "they replied that there was a city in Pontus.." for the part commencing "responderunt"
