I go to the dollar store, or the cheap small toys part of Wal Mart, and pick up bunches of dumb little things like light sticks, super balls, oversized playing cards or whatever. At a dollar an item, you can really get a lot of stuff for $20

Go to your local party store. Ours has bins and bins full of small items, most for way under a dollar. Spiders, little skeletons, bugs, skull rings, just the right size for tucking into those little treat bags. Might be able to find items that coordinate with their costumes. They have girl and boy stuff.
I did not know if you meant no candy, or no sugar. Homemade cookies made with Splenda, string cheese, those little plastic containers with crackers or pretzels and cheese. Trail mix, homemade or purchased in individual sized packages, sugarless candy is not all that good, but it would still be candy. Sugarless gum comes in kid flavors, now. There is even sugarless bubblegum. McDonalds gift certificates, or from some other fast food that has healthy options on the menu.

What are their interests. When you know that build off that for ideas. But I would take them some where fun also. Halloween was a fun time for us when we were kids. Make it special for them. Just random things like pens and pencils or little plastic toys are not a kids idea of fun. If you don't want to spend a lot of money then maybe plan a scary movie night with some of their friends with pizza, popcorn, and scary movies. They do have PG13 movies for kids. Or find a haunted hayride, or a haunted house and go for some hot chocolate after wards. There are lots of fun things to do if they can't have candy. Don't just get them pens pencils and a toothbrush and say happy Halloween.

Party stores or the Dollar store have all kinds of cheap Rings, toy bugs and snakes or Halloween Pencils and erasers. Of if you are looking for treats, try things that are not candy. Rice Crispy treats with orange food coloring and raisins or pumpkin seeds for the eyes. Wrap in plastic with green string at the top. I give these away at our Halloween party since most people don't want their kids to take stuff like this from strangers. You could do popcorn balls instead of the Rice Krispies. There are a couple of good 'lower sugar' recipes on-line.

Why can't they have candy? There is sugar free candy out now if that's the reason? Put some small packs of raisins, pretzles, gum and a few small toys in there. Tie the bag up with black and orange ribbon.attatch a "ghost" made out of a square of white cotton over a styrofoam ball for the head. With a marker make 2 eyes on the ghost head! Tie the underneath of the head with some of the black/orange ribbon.

Can they have Goldfish crackers or Popcorn? They have really cute decorated packages for Halloween of these two items. Then I would put in a cute Halloween book or Halloween coloring book and crayons. There are all sorts of stuffed Halloween characters that would be cute peeking out of the top of the sack. There are cute Halloween movies and cartoons that would be fun! Vampire teeth, noisemakers, little flashlights. I had two boys and they would have loved plastic pirate swords, pirate hooks, those packages of little army men, anything with a "monster" on it, or anything that was goopy, gross or funny!

If you really want to provide something edible, you can get latex (or non-latex) surgical gloves, fill them with popcorn and tie the ends. Add a spider ring (about 25 cents at a toy store) and you have a great severed hand. This only really works for kids you know as most parents wouldn't let a child take homemade goodies from a stranger, but it's a fun, non-sweet treat.

Is it a sugar issue? Or a candy issue? If you go to the store you can find all sorts of party stuff, poppers, glow in the dark Spooky things, cheap little strobe lights. Find a Halloween store and pick up some holiday goodies!

Light sticks are a fascination for that age. Try some of those with cool pencils, coloring books with a fresh box of crayons. Little boys like all the ooey-gooey's of halloween... slimy putty, eyeballs, spiders. Giftcards with a small amount are a fun idea too, then they could pick out something fun for themselves.
