INS, and if you're local sheriff is running for re-election with illegal immigration on his ticket, call his office.

Immigration and Customs Enforcement (ICE, part of Homeland Security; they are the successor to the INS) because the person is illegally in the country and the FBI and Social Security Administration because of the false card (and so the legitimate holder of the number on that card, if any, will be protected).

Both are trying to deal with this sort of thing now like they can really handle all the new rules and regulations bog down the system report to both

It probably should be taken to the police first, just because of identity theft issues.
