In his fourth term in Congress, Richmond was charged with tax evasion and possession of marijuana. He resigned his seat as part of a plea agreement and was sentenced to a year and a day in federal prison.
There was an ugly incident with a 16-year old boy in 1978, but that's not why he resigned from Congress.
