The full name for your average CD is;
Compact
Disc
Read
Only
Memory

So - the memory that's on the disc can only be read, you can't edit them in any way - that's the downside of an average one-burn CD. On the plus side, they're cheap, fairly reliable and quite portable.

It all depends on the CD. Some Cd's can only be written to once and then they are done. You cannot erase them or change the files. These are called CD-R's. What you are looking for are called CD-RW, which can be rewritten. They usually have Rewritable written all over the packaging so they are not hard to find.

Because cd's are whats known as a WORM media (Write once read many) unless you use packet software, that doesnt properly finalise a disk and allows you to add and delete files, what it wont do is delete files and let you re-use the spcae on the cd, you need re-writable cd's for that but they cost so much more its not worth it.

if it's a CD-R then you can only write to the disk once. the R stands for once recordable.

get a CD-RW(Re-Writable) you can change files, file names and delete the whole disk.

if you are talking about using this for a music CD then make sure the CD player that you want to play it in has CD-R/CD-RW compatibility. most modern ones do.

writing files to a pc is a permenant operation, the cd is "burnt" and cannot be changed in any way. If you want to be able to change the files, ise a CD-RW

basically because the CD burner physically changed the surface of the CD, therefore the data can't be altered. The laser burnt the plastic surface of the blank CD, making the data permantely "stamped".

cd-roms are read only (Compact Disc-Read Only Memory), so unless it's a cd-rw (Compact Disc ReWritable) it can only be written once. it is a cd-rw you need to be able to delete and/or rename the files after they're on the cd.
