My friend is trying to drive from upstate to Ohio on Sunday, but only has a Puerto Rican license. Is this gonna work?

It should - Puerto Rico isn't another country - it's a US Territory. So, yes, your friend should have no problems, with a credit card, or something like that for a deposit!

Lets look at your question from two different prospectives.

Legal prospective: If your friend is simply a tourist visiting the United States for a short period of time the State of New York and the Commonwealth of Puerto Rico probably have a reciprocal agreement that allows drivers of each others jurisdiction to drive upon each others roadways. If your friend is now residing in the State of New York he should have already obtained a New York drivers license and he is violating the law. Each state set a specific time limit in which this must be done.

Corporate prospective: While contracts vary, most auto rental agencies will not rent to anyone under 21 years of age, and many require 25 years of age. Most will require a valid credit card, and although it is difficult to find any that will accept cash, a few do exist. The biggest problem is that most DO NOT allow you to drive their vehicle across state lines, and those that do often charge you a premium for the privilege. Many rental agencies have "transponders" installed on their car so they can track the where abouts of their vehicles, they will know if you go out of state.

If your friend does rent an automobile tell him to inspect the car carefully for exterior dents and interior damage before he leaves the rental yard, and have the attendant note it on his rental agreement. This is to avoid any surprise charges for damage after the car is returned.

I used to be a rental agent and as long as he has a drivers lic and major credit card he can rent. I've rented with licenses I didnt understand.
