Most any state - just make sure you comply with all the local laws. You can usually get information on "wanted" people from the local sheriffs office. This same office can also ensure you are operating within the confines of the law (although they probably will not approve or disapprove of what you are doing). They are also your best source to make sure you have what you need (so you do not get in trouble or sued) ~~ like a gun permit (if you intend to carry one), where to get a good set of hand cuffs if you need then, and above all ~~ do your research on making a citizens arrest ~~ the wrong one could land you in jail! Start in a bar. Reaking in booze, wake up one day realizing that you did not finish school, you're in and out of jail yourself and the only asset you have is your experience behind bars.

So, give yourself a makeover, prick on some tatoos, let your hair grow, dress in black and download pictures from the most wanted lists. Get in a banged-up van and go get your meal ticket...
