Anyone can buy a car, it's not a problem. Almost anyone can get insurance, IF they have a valid license. Some states won't give you a valid license without a social security number. Unfortunately, you have to have a drivers license that matches the insurance state, and the insurance state has to match the registration state.

The big problem is, do you want the insurance to STICK? Because if you can't get the CA license, you'll have to exclude the owner from driving the car in order to get a CA policy and CA plates. Which means the owner can't drive. Or the owner has to get a CA drivers license.

I don't think the insurance company cares if you're here legally or not. I don't think the DMV cares (from an own the car point of view) if you're here legally. But the insurance company cares if the person driving is properly licensed in the home state, and the DMV may care if the person is here legally, before they can be licensed.

Can't you buy the car, declare your residence as Mexico, and register the car there, then bring it over here?

Leave California, it is a police state. In the south you can get a car an I.D.
