Because phone calls from jail are collect calls. Cell phones cannot accept collect calls.

People IN jail can't use cellular phones because they can't be monitored and they can't be traced without a court order.

Here is the real answer. Because the justice System cannot monitor a cell phone as closely as a land line phone. Just like a cell phone cannot be traced.

First of all, have you seen the weapons (shanks) inmates can make out of a toothbrush? Who knows what they can make with the things out of a cell phone. They are not allowed to have any hard or metal object, and for good reason.
Second, there's the whole escape thing. How easy would it be for a crook to call his homies to say "Get I'm going to court today. Bus leaves at such and such time. Come and get me!" It's mostly because of security. It would be ridiculous to let them have a cell phone. Might was well let them be free.

You have to call collect from Jail and Cell phones do not take collect calls.

well, you could always get friends who don't go to jail.
Calls from the jail are collect, unless something changes with cell providers, you can't accept collect calls on your cell phone.
I think the companies that provide the phones in jails are criminals themselves after seeing the outrageous charges they impose.

Not really sure. I think they call collect and I do not think you can call a cell phone collect.
