My friend has a Minature Pincher in her apartment. Hyper dog, but tiny and ok for apt's.

Nature has spent thousands of years carefully designing dogs to live OUTSIDE. That is what they are made for, in the same way that dolphins are made to live in the water. If you have an apartment, you do not have a dog. Dogs need to live OUTSIDE. If you get a dog in an apartment, soon you will on here asking questions like, Why is my dog barking constantly? Why is my dog destroying everything I own? How do I get my dog to stop relieving itself all over the house? Get a fish instead. That is a reasonable pet for an apartment.

No dog!
In our apartements here are so many dogs all day long by themselves. It's horrible! The badest thing for a dog is to be bored.
Small dogs have to run outside 1 hour bigger dogs 2 hours.
It's not enough to walk around the block! they need to run free on a field. And here in the US they spray chemicals every where - that's also bad for the dog. An animal like this has to run, play, bark and get a lot of attention!

Rescue a little dog from the pound.
Pure breeds are often plagued with genetic issues which will be very costly in the furuture.
I would stay away from terrier mixes...they are very high energy and bark a lot.
I have a chihuahua mix who I adore. He is 10 lbs..he doesn't even like going outside. He is the perfect indoor dog.
A friend of mine has a minuature datchound that she trained to use a littler box...now THAT is truly an indoor dog.

I think you should get a book on dog breeds and find out which don't need that much exercise and focus on them.
You can keep any size in an apartment as long as you are dilligent about exercising them.

I have a Chihuhua-Peekinieese mix. She's great for the apt. She's small, quiet, and very cuddely. She sheds a lot though
