Lager is simply a type of beer, only fermented at a colder temperature. Most beer, called ale, is fermented at 65-75 degrees, or roughly room temperature.
Lager beer is fermented from 45-65 degrees, colder is preference. It is also fermented, or aged, for much longer. Your average ale ferments for a whopping 2-3 weeks, while a lager beer ferments for up to 7-8 weeks. (I could be off by a week there).
The result? Many will argue that lager beers are "smoother" because of their longer fermentation rates. Personally, I prefer dark ales over lagers.
And I failed to mention "bottom-fermenting yeast" as did the person a few answers before me. It's true, lager yeast is different from top-fermenting yeast, but I've heard you can produce a relatively "lager-y" beer by using top-fermenting yeast, so long as your fermentation temps. are cool. I haven't lagered yet...still in the ale stage. AND STILL LEARNING!

lager isn't DARK, lager is the style used for the overwhelming majority of USA mass market beer for heaven's sake -- is Buttweiper dark? sit a lager next to a stout sometime and compare lightness, for example.

Lager is a well attenuated beer brewed in cool conditions using a slow-acting brewers yeast, known as a bottom-fermenting yeast, and then stored (or "lagered") for a period in cool conditions to clear away particles and certain flavour compounds to produce a clean taste.
