If you're interested in the second guy, it's a slam-dunk decision. One wants to date you and the other doesn't.
If you're not interested in the second guy, then you have to be clear with him that you're only interested in being friends.
And in either case, you have to realize that if you and the first guy AGREED to just be friends, odds are that's where he still is. Walking up to him and asking "Tell me again why we agreed to just be friends?" is a recipe for heartbreak. You've got maybe a 1 in 50 chance that he'll say anything to indicate that he wouldn't mind abandoning that agreement; the other 49 in 50 are that he'll get upset and accuse you of playing mind games and want nothing to do with you anymore (as in, you agreed to be just friends so that he'd stick around in your life and you could wear him down until he liked you as more).

The guy that likes you isn't going to like you for a while cause you don't like him it's natural. Best thing to do is go for the guy you like, and don't let his freind like you for a long time and not know that you and his best bud are doing the deed until he walks in on you.
Unles you enjoy ripping a man heart from his chest only to toss it out the window for him to go find on the long walk home.
Be honest, I swear when girls hide stuff like this to not hurt a guy they really hurt him worse and he may never talk to you or his buddy gain becasue of the (percieved Betrayal) SO BE HONEST with both of them. If will save a good friendship.

The first guy only wants to be friends so he is NOT an option, see if you like number two and if not find someone out of your circle of friends to date.
