Excellent point, which is why the mainline churches are against it, possibly for the reason you ascribe. Now-a-days Death row takes a long time and by then the killer could repent but sometimes the killer is unrepentant on death row and Satan overpowers him in his guilt so he does not seek repentance (thinks he is lost to hell and there is no hope or does not believe in it). However Jesus Christ can save murderers if they repent, it is Satan that wants them condemned for eternity and hope for redemption to be removed.

No. They had to have accepted Jesus Christ as God's son and their Savior. THe crucifixion, ressurection of Jesus. Call that being saved. Before dying. God gave them their entire life to accept him. Now, it makes no matter how a person dies, but as soon as the closes their eyes into death, they stand either in Heaven or in Hell. There is no middle ground to hide out or plead your case or whatever.
ANd you bet it bother's God when someone dies without knowing Him. For He is a jealous and vengeful God. God's jealousy is different from the jealous emotion of a human. God loves you, and wants you to spend all your time and fellowship with Him your entire life. And for Eternity.
In the Book of Mark, when Jesus appeared to His eleven disciples for the last time, after His Resurrection, the message of what He told them was this one:
Mark chapter16:verses15-18
"...Go ye into all the world, and preach the gospel to every creature. HE that believeth and is baptized shall be saved, but he that believeth not shall be damned. And these signs shall follow them that believe; in my name shall they cast out devils; they shall speak with new tongues; They shall take up serpents; and if they drink any deadly thing, it shall not hurt them; and they shall lay hands on the sick, and they shall recover."
"So then after the Lord had spoken unto them, he was received up into heaven, and sat on the right hand of God ."
Mark chapter 16: verse 19.

Niether the death penalty nor God sends souls to hell. People send themselves to hell with their unbelief, deeds and actions.

No I don't think so. Ones ultimate destination depends upon what one does with Jesus while one still has a choice. Jesus didn' t seem to think that being executed necessarily doomed one to hell either.
"But the other criminal told the first one off, "Don't you fear God? Aren't you getting the same punishment as this man? We got what was coming to us, but he didn't do anything wrong." Then he said to Jesus, "Remember me when you come into power!"
Jesus replied, "I promise that today you will be with me in paradise." "

Your statement doesn't make a lot of sense to me .. but I don't care for the death penalty. I'd rather see them rot in prison .. why let them off the hook with death ? Good Luck! :)
