you can do it in Microsoft Word as well, if you have it or in an image management package like Paint Shop pro or photo shop.

If you are using Windows XP just use MS Paint. Go to Start - Programs - Accessories -Paint. Load the image and click Image - Stretch/Skew. Decrease the percentage to for example 75%, but make sure you enter the same percentage on both Horizontal and Vertical, otherwise you will get a stretched image. Click Image - Attributes after to check the pixel resolution.
