for example: if you cut out someone's head and paste it onto someone elses body, how do you make the skin tones the same so it looks real. and also, is there a way to make the head and the body the same quality as in pixels and stuff?

there are many things that can be done for this.
You're best bet is to go through some tutorials.

This is not a good forum for this type of discussion.

There are some photoshop discussion groups in Yahoo that are really good.

You can also go to http://www.worth1000.com (it's a site with nothing but photoshop contests)

They have a tutorial section that will also help you learn some of the tools you'll need to master for this type of work.

you can adjust skin tones by selecting the surface you want to change (I assume you have basic Photoshop knowledge) and then adjust the levels, saturation, brightness and contrast of the selected image by going in Image/Adjust/ ... It's okay to use a combination of adjustments in order to reach your goal.

When you finish adjusting the color, make the transit between the head and body softer by either adding a mask on the top layer and then adding a gradient for the last pixels, or just by softening the edges with the blur tool on the tool bar.

And don't forget to match the direction of the light on both the head and the body (this sounds weird) in order to achieve a realistic look.

Make sure the head and the body are proportional in size and quality before you bring them together in the same file. That way you will not have to change the quality artificially. A good rule of thumb in this case is to adjust the larger file after the smaller one because it is almost impossible to increase resolution artificially with good results, while is very easy to reduce the resolution of a larger image in order to fit the smaller one.

Under the "image" menu go to "adjustments" and under that menu you can play with the various colors, brightness, gamma, etc. on that particular layer. Sometimes not every head will go well on every body so you will have to experiement with various bodies and head shots in order to get two that best match. Sometimes I have had to go so far as to divide the head into several layers so that I could accurately change the skin tones without affecting the eyes, hair, lips and teeth. And when that didn't work, I divided the body into several layers so that I could change the skin tones on the body to match the head without affecting the other aspects of the original picture.

I'm thai (Lanna region) with darker epidermis tone! I'm an section Thai Descent yet I truly have a Thai pal named "Prim (Karnsiri)" who's amazingly honest skinned for a Thai. i imagine cuz shes a chinese-Thai Descent from Bangkok. i guess Thailand actually have those with honest skinned like the Philippines even tho it's region is in a warm tropical climate.
