1. you let them dig the hole- a deep one.
2. you put them in the hole and cover it back up. It will take a few minutes but the barking and digging will stop. You might need to put something heavy over it for a few minutes too.

For the barking, get a "shock collar"; when the dog barks, it gets a little shock from the collar. Usually stops the barking within a month or two.
As far as digging goes, there's really no way to keep a dog from digging; it is their nature. Best thing to do is cover the areas that you do not want him digging so that he can't dig there. You can try to get an "air horn" like fans have at sporting events, and when you seem the dog digging, sound the horn--up to you if you want to put your neighbors thorugh this or not.

Dogs are supposed to dig and bark. Make them a sandpit and encourage them to dig there by burying bones in the sand. Your dog will be a happy camper with a sandpit.
If a dog is barking and digging excessively then you have a very bored dog on your hands. Try getting it out of its yard for at least one hour every day, and make sure it has a Kong and a new marrowbone split longwise every week to help it stay busy.
A bored dog is a dog that is slowly going insane. Don't let them get too bored, it's cruel.

I have two labs, and they were digging my whole yard up. I read somewhere to fill the holes with their poop and they wont dig there anymore, and it worked!!! Just fill it enough, then put the dirt back over it, and it should also work for you. You can also create a "dig zone" a small part in your yard, where it is ok for them to dig. Praise them when they dig there, if they start digging anywhere else, pull them to their area and show it to them. Dogs are smart, they will eventually get it with a bit of training. Barking.. I dont like the shock collars, put one on and see if you like it, if not then dont put it on your dog!!!
I bought a diffrent kind of collar, it beeps and sprays citronella. Thats all, Doesnt sound like much, but WOW. Has helped me with two Lab puppys!!!! I bought mine on Ebay for like $80, and it was worth every single penny! Have recommended to three people and they all love it too!!!

A shock collar works great... but you have to be diligent in using it at the precise moment. Best method is to train your dog to actually listen to you... so that you can give a verbal command and stop them in their tracks. You have to commit yourself to a few weeks of constant observation and correcting so that your dog can understand you mean business. Without this in place, you'll never get control over them. The shock collar is a great tool in itself... but shouldn't replace the human training your dog deserves. Don't forget... it's their natural behavior to bark & dig. You just have to set limits.

slap them with newspaper when barking, put scraps of tin, i.,e aluminum foil or screen in the hole they are digging helps stop diggin almost immediately

Spray them with the water hose when ever they start. Eventually they will learn that if they do one they'll get the other.
