Most public high schools and junior colleges offer English classes at little or no cost. There are also private schools that teach English, but they are usually more expensive.
Check the phone book for High School and Junior College contact information, and the yellow pages for language schools.

The best way to learn english is to find an english speaker or go to an english speaking country and learn to speak it. Forget all the grammar stuff and the reading stuff. Learn to speak it first, the rest will come afterwards. This is how I am learning Italian at the moment.

If you're from a foreign country there should be an English as a Second Language program at a school nearby. Otherwise, study grammar books.

Reading. Read a lot of English books. This helps the mind develop.

I found that simply pure experience helped me when I was really little. The more I used words and learned them the more familiar I became with them and the language as a whole.

Read good books, newspapers, Internet News, and, mainly
listen to English as spoken in British Movies. Also you can
tune into BBC radio, they will tell you to download "Real Player"
and show you how to do it, it is free. Good luck, you have lots
to do.

read books/magazines/articles etc. particularly newspapers, "Red-Top" ones are the best e.g The Sun, The Mirror etc. because some of the articles in them are so farfetched and made up it is simply hilarious but at the same time intreguing.

Read more. You will see how sentences are written, which will help you see how proper English is spoken. Then again, it will depend greatly on what you choose to read.

read english readers,listen english songs,find friends to speak english with you,write english compositions.(if you want,i can speak english with you)
