If you two are doing everything under the sun but he's not strokin' it then I would be worried. Why go that far and not go all the way. Have you discussed this with him? Is he a virgin? You have to find out what's holding him back. If he wanted to take it slow then you wouldn't be doing all the things you've done. Get a straight answer from him.

How old are you two?? I know a lot of younger people tend to think that as long as they aren't having actual intercourse it's not considered sex to them. Maybe he thinks by only giving you oral pleasure he's not having sex with you (saving himself for marriage or something crazy like that)
If you are old enough to be in a sexual relationship, you should be old enough to have a real discussion with him about sex and your mutual expectations.
