Paul is arguing that God loves, blesses and cares for us without any qualification on our part. Here is the context:

Romans 4:2-10 (New International Version)

2If, in fact, Abraham was justified by works, he had something to boast about—but not before God. 3What does the Scripture say? "Abraham believed God, and it was credited to him as righteousness."[a]

4Now when a man works, his wages are not credited to him as a gift, but as an obligation. 5However, to the man who does not work but trusts God who justifies the wicked, his faith is credited as righteousness. 6David says the same thing when he speaks of the blessedness of the man to whom God credits righteousness apart from works:
7"Blessed are they
whose transgressions are forgiven,
whose sins are covered.
8Blessed is the man
whose sin the Lord will never count against him."[b]

9Is this blessedness only for the circumcised, or also for the uncircumcised? We have been saying that Abraham's faith was credited to him as righteousness. 10Under what circumstances was it credited? Was it after he was circumcised, or before? It was not after, but before!

Footnotes:

1. Romans 4:3 Gen. 15:6; also in verse 22
2. Romans 4:8 Psalm 32:1,2

read what comes befor...7 Saying, Blessed are they whose iniquities are forgiven, and whose sins are covered.

8 Blessed is the man to whom the Lord will not impute sin.

when one is forgiven by God He no longer sees that sin. When we of The True Christian Faith stand before Him He will see no sin in us. we will be "blessed"

Read verse 7. It says (NIV) "Blessed are they whose transgressions are forgiven, whose sine are covered. [8] "Blessed is the man whose sin the Lord will never count against him"

To me this means if we ask for forgiveness for our sins (7) then God will never count then against us. It also says in Psalms 103:12 as far as from the east is from the west,so far has he (God) removed our transgressions from us.

Which just means that after asking for forgiveness God will remove our sins (transgressions) from us to never remember that sin again. To never count it against him, again.

Simply put, it means that all have the opportunity to have their sins forgiven through Jesus' sacrifice on the cross. We are blessed by putting our faith in Jesus Christ.

Its the person who has repented of his sin and accepted Jesus into his heart. The sins he had committed are erased then.
