If this is a letter you should be able to include all of the happy sentiments you wish. You should not limit yourself to "fill in the blanks"
Write:
Dear and ,
Congratulations on your marriage! We were overjoyed to hear you had gotten married and wanted to wish you the best in all things, Love, Joy, Health, Prosperity and Friendship. Don't forget to keep in touch!
Sincerely (or whatever closing senitment you wish to use),

Dont limit yourself, they will be glad to hear youre as happy for them as they are themselves :)

The easy answer is to say whatever you would really wish two people who just got married. Health and happiness? Joy and laughter? Peanut butter and jelly? (Sorry, couldn't resist).

There's an old Irish proverb that says, "May you live as long as you want to, and laugh as long as you live." Someone once told me, "I hope your life is as interesting as you can enjoy," which sounded strange at the time, but upon reflection, I liked.

It's more important that it be sincere than that it be witty - and whether you hardly know them, or don't actually like them, or love them to death, you're evolved enough to be able to sincerely wish them years of good health and great joy, right?
