I have always let my kids decide what they want to be for halloween. Usually it is something that they are really into. You can do themes around that.
HERE ARE SOME IDEAS:
1. You can always let both of them be Spiderman - there is nothing wrong with both of them having the same costume.
2. The movie CARS is real popular this year, you can dress them as charcters from the movie.
3. Bob the Builder and Scoop
4. Batman and Robin
5. Pirates
6. Hershey Kisses
7. Diego (from Dora the Explorer)
8. Jimmy Neutron
9. Timmy and Cosmo (Fairly Oddparents)
10. Ninja Turtles
You have tons of options, look around and ask your kids what they would they would like to be.

Aladin and the Genie
Zoo animals with you as the zookeeper in khaki
lion and tinman from Wizard of Oz (that's what we are this year)
Farm animals with you as the farmer
Have fun! There are only so many years where you get input on the costumes. Take full advantage!

I was going to dress my almost 3 year old up as Bob the Builder, but we found a cute Dragon costume instead from Children's Place

The Wizard of Oz is cute, too! You could also be a farmer, and the kids any farm animal they choose!

One year I dressed my lil ones as a peanut and plane M&M's. They were VERY comfortable. And put it over there coats so they were warm. Made for less crabbing towards the end of the evening. The pictures were ADORABLE, too! I suggest you find something comfortable for them at those ages!
