Hoover Dam (36°0′56″N, 114°44′16″W), also known as Boulder Dam, is a concrete gravity-arch dam in the Black Canyon of the Colorado River, on the border between the U.S. states of Arizona and Nevada. The dam, located 48 km (30 miles) southeast of Las Vegas, is named after Herbert Hoover, who played an instrumental role in its construction, first as Secretary of Commerce and then later as President of the United States.

Perhaps you mean Hoover Dam? It is on the borders of Arizona and Nevada. Hooper Dam, I have never heard of, sorry.

If you mean Hoover Dam, it's on the Colorado River, crossing from Arizona to Nevada, just south of Las Vegas.
The dam is the western end of Lake Mead.

If you mean Hoover, then it is in the US. I have been to the Dam on my way from Grand Canyon, AZ to Las Vegas, Nevada.
I believe it was built during the depression era. (1930s)
