Rent a really nice car and take a road trip, stay at a hotel and go out to eat etc... surprise her with roses or whatever gifts he's planning on giving her. Or if there are just dating still and are not married, but think they might, surprise her with a promise ring and a beautiful card. Lots of kisses and hugs and "I love you's".

well, he could have some dinner at a nice restaurant, like where they had their first date at...he could do a scavenger hunt sort of thing, leaving clues and in the end i dont know take her on a hot balloon air ride...or dress to impress and take her to a really nice restaurant and have a candlelight dinner together, followed by a walk in the park and maybe him giving her a ring-if he is really serious maybe an engagement one or if he wants to wait to give her a promise ring. best of luck!
