Don't concentrate on what he does so much. If it doesn't' directly hinder your work then don't waste you time and anger o it. Maybe he has worked something out with his boss maybe not but If I were you I would just do my job and mind my own business. Now if it directly affects you then then go to him or her and tell them that when their away things get crazy and if they would not take so long at lunch or could they stay till close to help out. Don't make an enemy of your boss it may come back to bite you. Good luck.

Nothing. He is the boss and you are his subordinate. He must answer to his higher ups, not to you, and unless he is doing something inappropriate that affects his staff, sexual harassment for example, it really has nothing to do with you. Personally, I think I would just enjoy the "boss-free" hours at the office as it's probably a little more of a relaxed atmosphere when he's not around.

Keep in mind IF YOU are noticing this boss doing this then others MUST be as well.
Documentation & other's acknowledgements just might get you a promotion down the line.

Id take pictures video tape it keep a record and send it to the main boss/company as long as your not doing it Y should u work your butt off and he/she gets the credit and y should they get away with it take it to the work board.I would if I had enough of it.

Document if you like, but take NO ACTION right now...people ended created there own destiny....
I say honestly, and I am not being smart about this...but what really does that have to do with you...you are making his problem YOUR problem...it is not your problem..
I have seen a lot of this in my time....what will happen if you are not careful is that you are going to spend so much time worrying about what he does, that your own job is going to suffer...your job is your job...his job is his job.
I say do your job and let him do or not do his job...he is not your concern...doing your job is your concern.
