The garter belt is not tossed. In fact, many women don't even wear them. Its purpose is to hold up stockings. The garter is what is worn on your thigh. It's totally up to you. Some people love taking part in the garter toss since it is intended to be fun (and the single guys are not drooling over you when it is removed or tossed) and others hate it. If you skip it, it won't be missed. Only you and your fiance can decide in the end what to do. Make sure that your DJ knows what is going on as well. As for the significance, it's a tradition that stems from the Middle Ages when a couple was not considered married until they consummated the marriage and there would even be witnesses making sure that it happened. Guests would tear the bride's clothes off to make it happen faster. As time went by, the groom decided to toss it to the guests as a means of leaving them alone. It's not part of the ceremony anyway since no church would allow it. It's done toward the end of the reception.

I don't have a source, but I wonder if it relates back to the traditions surrounding consumating the marriage. Many cultures have traditions where the 'proof' of the virginity and consumation are displayed for the guests. The best known is bloody sheets, but I have heard of some that went so far as to have witnesses in the room.

I wonder if the act of the man removing the garter and thowing it to the guests is a modern, sanitized version of the same thing.

In old traditions, it was considered good luck for people to have a part of the bride's clothing. Depending on how poor the area was (and how in need people were of good luck), the bride sometimes got swarmed with people trying to tear parts of her clothing for good luck. Brides got in the habit of carrying items of apparell that they could quickly throw at the crowd if things got out of hand...the garter was the most popular item to throw.
