Spahgetti gave a good answer. Most of us Yanks know about steeplechase, but few of us have seen a woods race. I saw one on Wide World of Sports years ago. It was the coolest thing. The track was a little over two miles and circled through hills and trees. Kind of like cross-country for horses.

because their talking about a race on a flat track and not a Steple chase(or an aquestrian course or a woods race where the ground is uneven and jumping fords is involed).

Because although not as popular these days, horse racing started out with these kinds of alternate types

It's because there are no jumps for the horses to go over on a flat race, if there were it would be a hurdle, not a flat race.

a flat mile is a race across level ground, as opposed to steeplechase racing, which involves jumps and obstacles.
