Our pounds that pay council tax is paid to the local authorites to repay the bus companies. It ranges from council to council on the exact cost as each scheme is different normally based on a generation factor of use but somewhere in the region of £500million per annum for the UK. This includes the number of concessionary passes for the elderly, access cards for those with difficulty getting around a school & college kids.

Buses are paid a sum each time a bus pass is used, and only then. Rich people aren't often seen on buses, so their bus pass costs the public nothing, and the amount saved by means testing would be negligible - unless of income for free travel was very low, for example, at the level of income at which some income tax applied. Which is probably what would happen if charges were brought in.

You, John and Joan Q Public pays for all "free" everything given by anyone...particularly government. Nothing is free. Everything has a cost. Corporations don't pay for anything. All costs are passed on.
