Elizabethan collars or E-collars,
and they are used for any type of surgery in which the dog might chew his stitches or wounds. I'm guessing they are used for ear croppings so the dog can't rub his painful ears on stuff and make things worse.

They are called Elizabethan Collars, put on to prevent the dog from scratching or biting themselves since they can't turn their heads. You can cut them down a bit so they don't bang into everything when they try to get around the house, but be sure that the dog cannot reach his/her foot to the treated ears. I put piece of felt around the neck of my dogs Elizabethan Collar so that it wouldn't chafe her neck, she was upset enough at having to wear it, I couldn't stand to see her so frustrated and possibly hurting herself.
