She is more than likely a minister or someone of that nature. They marry but do not have the authority to divorce people.

I think English people are Anglican ( Something to do with Royalty being head of the religion) (as in head of country, church and state)? and they have women ministers. ?So when she marries them, she's performing the ceremony.
