Ok, my dog is a 3-4 lb Chihuahua but he's a very calm and nice one that doesn't bark and shake alot. I am the only person who he ever gets playful with and if I buy him a toy he gets scared of it and runs the other way what's wrong with him?

I'm willing to devote all the time in the world to play with him and buy him any toy his little heart desires but he's simply not interested, ex. the other day I introduced him to a new ball and when I rolled it to him slowly he got scared and started running away.

how about not giving him any toys since his reaction has been negative with the toys. just continue to play with him in the manner that he has been responding when he becomes playful with you. also consult with your vet about your dogs extra calmness maybe your vet can suggest a better type of dog food or vitamins for your dog.

Get him a puppy. My dog has never played.
I finally got her to rough-house some, but that was it.
I got a new puppy a couple of weeks ago and started playing tug-o-war with the puppy.
A day or so later, the puppy and my dog are playing tug-o-war.
If the puppy starts playing with toys, maybe your dog will get the idea...
Maybe you could borrow a puppy from a friend and see how it goes.
Some dogs are scared of squeaky toys, but the non-squeeky toys (IMHOI) are usually lame. Take the squeeker out.
If you've tried and have an assortment of toys around, spread them out. He can't run away from them all..

How old is your dog? Have you had him since he was a puppy? Something could of happened to him to make him fearful. If not maybe he just likes to relax.
I wouldn't say anything is wrong with him maybe your thoughts of "play" are different from his. Start with a shoelace and see if he'll grab hold. Maybe a small ball that rattles. See what gets his attention. If all else fails FOOD will just about always get them looking and ready to play. And don't expect too much interaction he's a chi not a lab. Make it fun for him and you'll have fun too.

Why not take your dog to a pet store with you and see if any of the stuffed toys appeal to him? He might like something soft and cuddly to curl up with. If not, just keep on playing with him like you have been - not all dogs are really playful.

try positive reinforcement.. with treats. get human baby toys that are softer and smaller... play with them along with the dog without being aggressive. to introduce the new toy, put it near you (in your lap) and hold your little dog close to relieve his fear.

Simply imagine you were your dog, would you be happy with the 'toys' and other people's attention.. I don't think so

I'm not sure. . .but is there such a thing as ' Dog Nip" ??
you may want to go to a pet supply store to ask them.
or maybe get him on some of that dog food, that is supposed to make your dog more energetic.
