Virtually every area that makes wine make Cabernet Sauvignon -- it tends to make good wine wherever it is grown.
Bordeaux is the home of Cabernet Sauvignon, but it is rare to find it as a 100% varietal there as it is usually in a blend.
Napa Valley made its reputation on Cabernet Sauvignon varietals, but the great ones tend to be very expensive now. There are some good ones from Chile and I am drinking some stunners from Australia at the moment. Last night I had Jim Barry's 'The Cover Drive' of which my tasting note reads:
2003 Jim Barry Cabernet Sauvignon 'The Cover Drive'
Intense black colour, dense, incredible minty sweet herbaceous fruit, hint violets. Superb wine. Transcends the variety. 94 points

I'm assuming you mean Cabernet Sauvignon rather than its ancestor grape Cabernet Franc. Which is more a French varietal and blending grape.

Actually, USA! The US wines recently won over the European wines at an international tasting. California has really good cabs, and southern Oregon does, too!

Try Chile.....We love Chilean wine. The South American wines are good. I don't know if they are know for it but they are good. The nice thing about them too is that they are a bit underrated so they are less expensive. The thing about wine is that you may like something that doesn't appeal to others. You really have to experiment for yourself. I think it is so silly that so many "affected" people will only drink expensive wine or only from California....etc. Gosh can you imagine living such a narrow life....how boring. Get some nice cheese to go with your cab.....let the wine breath because it does take on a different taste. Even an hour with just the cork off makes a difference. Try a good chocolate with your cab too!!! Experiment!!! Have fun and try all kinds! Enjoy!

USA - try our California cabernets, outstanding! A few to suggest that are readily available are Cakebread, BV (Private Reserve or Coastal), Hess, Sterling. These are all very good wines for under $35.00.
