Maybe have some other dogs over, give them some of that frozen ice cream stuff they make for dogs, buy him some new stuff, sing to him, take lots of pictures... With all the extra attention he'll know something special is going on for him.

You can invite other friends over and ask them to bring their dog
Here are some games you can play with all of them.. some of the things are cheap and inexpensive and it should be fun for everyone to watch and participate.
Get a bucket, kiddie pool etc,, put hot dogs in it and the dogs can bob for hot dogs.. its quite funny! The hot dogs float!
Hide treats around the yard outside and the dogs will hunt for them through out the day.. put some fun ones out there for the owners/companions too.. kind of like an easter egg hunt..
make sure you know where you put them so can find the later..
Pets samrt sells birthday topys for dogs.. maybe get him s fun collar toy!
Also you can do like a command relay race.
Set up obsticles the owner has to guide the dog through in the fastest time beased on commands, like sit stay come.. etc.. make it short simple and fun.. Team with the fastest time wins..
Put treats in front of all the dogs.. ask them to stay do not eat it etc.. and see who holds out the longest ..

Very Carefully! What i did for my dog is take him to Mcdonalds and by him a plain hamburger and let him eat like a pig!! Also by him a sweater or tee shirt and take him to the dog park...(i don't suggest you let him wear it at the park) then let him veg out for the rest of the afternoon if you like , i think there are online stores that sell birthday cakes for dogs as well

Check your area for a doggie bakery! They make dog safe cakes, cookies, and other treats. Loosely wrap treats in wrapping paper so your dog can smell the treats and un-wrap them himself.
Don't forget to invite his doggie buddies over too! See if you can reserve a dog park near you for a few hours so everyone can run around and play.

you could have a dog party where your friends bring all their dogs, and you could have "doggie cake" (google it). it's special cake made for dogs. :P hella cute.
