He is about a year old, and has always been in good health. The spot is fairly small, about the size of a pin head. It is more reddish than the rest of his foot. He doesn't even seem to know it's there, and he's acting fine. My mom thought it might be like a blood blister. I intend to keep an eye on it, and if it's not gone after a week or two I'll probably take him to the vet.

Well, my budgie took a bath during lunch and evidently the spot washed off, because it was there when he started his bath, and it's not there now. Thanks for your help!

Make sure it's not an open wound. If it's just a discoloration, then you've already pretty much figured out what to do. Watch it for a few days and if it gets worse or doesn't improve after a week or so, consult your vet.

like you said just keep an eye on it, if it swells or starts to get bigger then take action. Its impossible for anyone to say what anything is but you seem to have the correct idea. Good luck I hope it goes away. Remember birds can get gout problems because of their diet so keep watch

hi
apply a little savlon, you do not require the services of a vet.
do inspect the cere for any scaly growth also turn back the feathering on its face beside the beak,if no scaly growth you need not worry your bird is in first class condition.
enjoy
