It really depends on whom you are falling for and what are the possible negative consequences.
On an extreme case, let's suppose if you are falling for your brother. Now, that's a no-no and should never be expressed to him. Milder cases include falling for cousins (although I think that's ok) or the ex or current bf of your gal pal. Or even your teacher who's like 10 years older than you.
Of course, you might be falling for someone "safe", with no serious repercussions besides having a potential bruised ego should he not reciprocate your feelings. If this is the case, just go all out to tell that guy, but don't go all psycho on him!
(eg. psycho means stalking him, calling him every other hour and getting jealous when you see him with other girls etc.)
Whatever it is, don't live in regret. It may work out, it may not. Sometimes, the person that you are falling for may turn out not the way you expected him to be. But that's for you to find out. Good luck!

I believe that you should always express yours, because by expressing yourself and being honest from the beginning you can establish a relationship that will be honest and mature from the beginning.

You need to think of the consequences of telling the person, could it ruin a friendship or make things really awkward? If you really like this person, i think you should let them know, although it may be difficult to tell them, you may regret it, if you dont. Good Luck.

why not? It would let you know where you stand, instead of making you pine for them or feel lonesome. They may even feel something for you and are afraid to tell you. You never gain anything in life by just sitting back and waiting....good luck!
